What the report covers.
A decision simulation is governed by constraints that are set before any evidence exists and cannot be quietly relaxed afterwards. The brief is pre-registered. Revisions are permitted, but each one leaves a permanent record with a stated reason. A brief that no evidence could have falsified is refused rather than run.
The report documents each of those mechanisms in the order they apply, names who holds each sign-off, and shows what the audit record contains at the end, including the disagreements that were escalated and how they were ruled on. It is the document to read if you intend to challenge the method rather than take it on trust.
Pre-registration
What is fixed before evidence is gathered, what a permitted revision looks like, and why a brief that cannot fail is refused.
Decomposition
How a matter becomes a set of questions that can each be answered on evidence, and how the criteria for an answer are agreed in advance.
The evidence base
Production and assurance: how sources are found, how a single source and its echoes are distinguished, and how absence is recorded.
The four sign-off gates
Mandate approval, intake ruling, challenge resolution and release. Who holds each one, and what cannot proceed without it.
Challenge and dissent
How disagreement inside the system is escalated, how it is ruled on, and why the dissenting position stays in the record.
The audit record
What is retained for every simulation, how it is exported, and what it lets you reconstruct when the decision is questioned later.

The people who have to establish what the platform does with material before anything is signed. The report is written to be checked line by line.

Where a decision will be defended after the fact. The report describes exactly what the audit record can and cannot support.
